It happened before. Just go out of Modern War and restart the application. Then it should move on.
Also Mad bomber ali is there twice (or even 3 or 4 times if you don't combine beginners with prestige).

I hope the ltqs remain like this, even if they are a little harder to complete as i hated spamming my screen on one guy, it was giraffing me crazy :)
