Does player rank determine match ups?

Unsure if it is a coincidence but when lower ranked players declare war, the opponent appears to be weaker. Anyone else notice this?

No. That's a superstition. Doesn't matter who declares war.

I have answered this question a lot recently, but the summary is that it is these three factors, in order from highest priority to least priority:
1. Team's stats
2. Team's IP score/rank
3. Whether you have matched X syndicate before

Team stat must not being used. Fought syndicates that double our stats.

My group was 14-10 , we are now 14-17

The last 5 matchups have been brutal with at least 10 players on the other team stronger than our highest player
