Ltq and other missions question

Hey there, im pretty new to Crime city and am unsure of why i cant do ltqs and lock box events. Im only lv8 and i think its because im not at a certain lv yet. If so, what lv?

I believe its either 10 or 20 for crate events, any level for boss events, 20 for ltbs, and 40 for the lowest ltqs.

Level 5 for bosses, 10 for box events and the ltq depends on what maps are used in it. So varies for every ltq. (Correct me if I'm wrong) or someone can explain it better for the ltq's atleast.
