Allow players to upgrade the fusion masters twice, to level two and level three.
The cost should be fusion stones and gold for the first upgrade, and fusion stones and gems for the second upgrade.
I don't have a clear idea of what each upgrade would do, perhaps a better chance of getting better armors?

So for a nominal (or outrageous, your pick) one time upgrade fee of gold/fusion stones or gems/fusion stones, you get a better chance at higher level armors, permanantly. Good idea, but highly unlikely to ever be put into place.
You're more likely to see a "per fusion" basis where you can donate/sacrifice/spend more to get a better option.

Are you thinking about the fusion aspect of monster quest, where you can pay gold of gems to improve chances of getting a better monster? Sounds like something they might consider.

If GREE doesn't want to implement that, how about this?
Level 1 = Just as it is now
Level 2 = Fusing armors now cost 20k gold
Level 3 = Fusing armors now cost 15k gold + 10% chance of not using a Fusion Stone when fusing.
Might not seem like so much difference but if you fuse 50 EP armors really often, it does matter quite a bit.

10%/20% reduced cost. Includes 10%/20% chance of not using a fusion stone.
I'd buy that; even without the % to not use a fusion stone.
