Seems to me attack stat divided by energy / defense stat divided by energy.

Meaning bigger numbers are better.

No, probably not. Everyone has different opinions depending on how much you value gold, but relative to other events, a 6k/4k item for over a vault of gold is not a very good deal in my opinion. You can figure out exactly how much the item will add to your stats by taking (EMP gun stats) - (your 500th weakest gun atk / your 500th weakest gun def) and multiplying that by your respective gun modifiers. So if you have, I don't know, +100% gun attack, ask yourself if you're willing to spend 1640 gold for a 12k attack increase.

My willingness to spend that kind of money was always relative to the price of gold items in the store (which don't come with massive XP either, although I'm now high enough level that it wouldn't affect me). If I can get 12k attack for cheaper via buying gold items, I would not spend to complete the LTQ. I also suspect that the new events (syn boss etc) will award massive stats and massive modifiers, and your vault(s) might be better off used there.

Once you complete the first series of goals, in this case 1-20, a new series of goals appears. Usually it is called Elite, but it has had others such as Prestige. Elite is generally more energy intensive, particularly towards the final goals.

Even tho I have 2-3 maps prestaged it isn't worth the time or gold
