Will there ever be a modifier for building upgrade decreased cost again?

I missed out on the 30% decrease for upgrades because of my game did not work for many weeks (thanks Gree :)) Seems like everyone in the game has it and makes a big difference. Maybe make another one next battle for top 25 maybe?

I hope not. Money is becoming very inflated, and if we just keep reducing the cost of money buildings it's only going to make this worse. I remember when $20 million IPH was a rare thing, now it's not all that rare anymore to see people with above 25, 30, and a few even in the $40 million IPH range. The last thing we need now is a widely upgrade reduction item.
