New Elite Missions? New Event?

I was on the Border Guard Complex map and saw new missions of Elite Patrol Man, Elite soldier, etc.

I decided to check the other maps starting from the beginning and this was at enemy outpost!
Elite Commando (0/19) for 182 energy each..I couldn't post a picture but check for yourself and get back to this post.

Is this a new event coming up?
