A cynic might say it is likely to promote gold spend. If people are piling-on just now but another goal pops-up at a count of 0, lots of people will feel obliged to keep on going deeper into the bosses.

I don't think there will be one. Just that this is a prelude for the next boss syndicate quest that will have multiple levels.
They've made this one easier as a bonus and a kind of sorry for the war mess up.

You're not missing anything as yet - but since the original had the suffix "I", people are predicting a part "II" and guessing it will commence after the first 24 hour deadline is up.

If u looked on the goal on syn quest it stated Run I . So I assumed there should be Run II.
