Battle points?

Okay during syndicate battle you hit someone and get say 425 points. You hit him again you may only get 175 points. Then say 250. Or worse even you lose?! You get my point.
Now when we do pvp battles we get the tokens. It is consistant 500 every time you hit them not all over the place.
Why is this like that? Poor gave development? You can't really argue about the unknown variable of defense points. Because it is still hitting a person.

1. IP is based on level, but is a random number within a standard (?) spread. The average for hitting someone at your level (with syndicate bonuses) is 350-360. There is a bonus for hitting people above your level, maxing out at 20% at somewhere in the 30-40 level mark.
2. Losing fights is unchanged from regular daily play, or PvP. Attack 35% stronger than defense will see a guaranteed win. At the 20-35% range you'll win most of the time (say, 90-99.9%, depending on exact spread). If you're within 10% then you're basically flipping a coin.
