Hi guys! Anybody experience this problem regarding purchasing of gem?? I tried to purchase gem in knights and dragons but it always pop up and says ' your purchase couldn't be completed' anybody know why is this happening? P.s, I'm asking on behalf of my friend. He check with the bank, iTunes and no solution yet.

Usually its something like "you've just gotten a new device, so we locked your account, try now, it should work."
Just go to whatever the support website is (apple/itunes) and submit a ticket. They're usually responsive within a day.
Its happened to me, quite frequently lately. I bought some gems a few days ago after getting my account "unlocked" and it is again locked. No telling what their criteria is. I used the same CC that I used on my old phone, just got a new one and they feel like they need to lock it. Freaking Apple were the ones that gave me the new phone.

Usually this happens when your iTunes account gets locked out with too many purchases in a row. There is a direct chat feature in apple/iTunes support. They will reset it, allowing you to purchase again. Another thing iTunes support has recommend is logging out of the iTunes account in your device settings after each purchase.
