They should, but they don't.

If I recall correctly, bald zeemer told me that mafia attack modifiers still count, but I haven't any modifiers that good.

Mafia attack mods count, individual category modifiers do not. All syndicate bonuses are for categories.

There was one boss event where all non-syndicate modifiers counted. (2 bosses ago, IIRC).

How u calculate this? I mean whats the criteria used in here?

Bosses have hit points, based on tiers. You can free-hit 13 times. Hit points of appropriate boss level and tier divided by 13 gives you required partially-modified attack requirements.
