is this intended for lower level players to get a few good units and level a bit?

im 100% certain NO ONE at ALL gets to use the reward for 4/40 heroic. so its just space filling to get you to spend more

^^ what person said, at the heroic level it's just that carrot to get you to the next level and not look in the top left corner
