I was merely making a suggestion, but personally I don't report that kind of stuff. It's Gree's job to keep their game cheat/hack free, not mine. I do my part by not cheating and/or hacking myself.

I rarely see these types of obvious cheats anyways, and when I do they disappear pretty quickly. Last weekend I saw a dude building a Transtech building. I haven't seen him since, although it is possible he just did a name change.
