Anyone have any idea does the building Taj Mahal will be awarded with a unit with every upgrade?

Seems weird that they would just throw a new building out there, given that all new buildings in the semi-recent past have been tied to events. I wonder if this is a screw up....

me like this building very much. Cheap and does not take much space. good design too.
