Building old LTB's after the next one already started?

It's the first time that I see this, but I came across a hood with a Transtech building in progress. The guy already built 2 Shiner's Still buildings.

I've reported him, but I don't know if this is legal? Has it something to do with coding?

Could be a snafu relating to the syndicate malfunctions or whatever:

Probably already had the Transtech and it become "unconstructed" I'd guess. Based on what happened to my syndicate's roster, it seems like the game reverted back to a time two weeks ago or something, and perhaps that guy had his Transtech under construction 2 weeks ago or whenever it was. I don't think he's cheating.

I don't think it has to do with the syn bug and I do believe he is building it now, while not hacking it in he is abusing the system on how gree does things.

I noticed one time when I was re-installing CC that before the data-push the old LTB was still available... didn't try to buy it... don't know if the server would have let me. It was the Pagoda. I had just given up and bought a NC because the new building came out... I was 2 days of collections late. I still wonder to this day if I could have re-installed CC to build the second pagoda that I just barely couldn't afford until after the next came out :(
