Health regen issue?

Anybody else notice their health regen not working as it should? All of a sudden yesterday I dropped from getting just under three full hits regen (+19%) to now I only regen two times in an hour. Not just me, entire guild.

I notice it with my mini, she hits wall and/ or castle, then only has three hits at end of an hour
