Looks like I just won a unit with -30% building upgrade cost. Is this strictly just for upgrades or also the initial cost for the building?

Just won the Quick Getaway car on the current 10 event, there was a goal to collect different riotor items. The unit is really good, 5592AT and 4577DEF.

upgrades only. Build cost is unchanged. Regardless of what event you won it in. And the quick getaway doesn't have a modifier, build cost reduction or otherwise.

You probably never saw you were having an Executive coupee from the last PVP event that we all get for free.
