depends of the type of player you are..
if you put timers and collect every 6h then nc is the best building to upgrade.
But if you are kind of ..lazy then 24s/48s will serve you well and office building is one of them (not the best though)

Another pertinent factor is your available space. If you don't have some spare room for the next LTB, then you have to take expansion costs into consideration.

If you work your NCs and LTBs then pretty soon the cost of an Office will be spare change, at which point it'd make a marvelous addition to your hood.

Also note that it takes 144hrs to build so you may want to consider that with the new LTB probably coming out in less than that.

No he has plenty of time he will cut into ltb building by maybe a day if he does it now? Not a big deal. I doubt with only having a level 2 NC he will be getting very far into the upgrading of the building if any at all.

Hey David, get your second NightClub and upgrade straight up to lvl2. Then up both of em to lvl3. Do not buy office building before that. You can also try to get 2 cheap LTBs if that is a really good one(not transtech).
Anyway, there is always something better than office building at your stage.
