How is it possible for someone to have two weapons only awarded during syndicate battles?

It was also a prize in the pvp event I think

If you mean the Dock Guard Pistol, it was first a prize for the Dockside Mill LTB (Level 8), and then awarded for Top 3 syndicates in the Syndicate Showdown PVP.

Similarly, the Dock Guard's Ride was for Level 7 of the DM LTB, as well as Top 10 in the PVP.
