I just bought a pair, I saw what the upgrade costs are, but what is the payout per level?

Hard to say.
I miss a few of the earlier (expensive) ones. I just upgrade when I can. My mood swings from boost, to money, and recently I have thought again about some defence upgrades, purely as time fillers.

Yeah, I am currently upgrading my cement and composite factory to lev 10. I was debating spending money on oil rigs or if that money would be better spent saving for the next upgrade.

You will want to get your oil rigs up. A level 4 oil rig gives about as much as your level 1 Tatra for about $15 million less(I believe).
