Downgrading mafia

I am about to downgrade my mafia...lvl 106..mafia 600...and with this wild rival list I hardly can find useful targets...I was doing 10 times better at level 80 ..nc's....etc....I have a baby hood at level 32 with 16 mafia and the new toys from the f***d up event and I am 99% invincible.....and I don't care about being attacked...I am a very active player...I am just frustrated about not being matched with " loaded" rivals.......what's the best approach .? Thanx!

Remove 10 mafia and scout your list for an hour or two. Repeat until you find a couple rivals over $500k IPH. Rob them blind until they also remove some mafia to try and escape you. Then start dropping mafia until you find them again :) Torture them. Consider yourself to be doing a good job when you get hate mail, at the very least, 2-3 times a day.

Just under max mafia seems to get me the widest range of decent rivals. 10-25% under max mafia helps you find the already tortured rivals who are already trying to hide from their stalkers.
