I ve never seen something like that before.
A lvl 112 player, stats over a million, tons of units 1000+, several units 20000+, and units like the Mig 250
Am i wrong or can this not be legally achieved.?
Shall I report him?

You answered your own question. If he has the Mig and isn't lvl 250, he must be a hacker.

Unless the person in question is spending over $10,000 per month then the person is a hacker.

wrong, if you spend enough you get to choose a unit of your choice. He could have the mig if he spend enough money.
