Building upgrade level on/off switch

Hello Modern War Gamers, I have a questioned which has yet to be answered.

When I go into the settings of the game, I see the option to switch on/off the building upgrade level.
Now if I turn it off from my end it wont allow me to see the upgrade levels and it also doesn't allow me to see my rivals or friends either.

My question is if I have it set in the off position, will any visitor coming over to my base see my building upgrade levels?

If yes, then what is the purpose of this feature?

Your settings have nothing to do with other players. They will see their buildings and your buildings based on their settings.
