Money buildings of same level are giving different income?

I started Modern War today. One of my lv 2 armories is normal, but the other one still acts like a lv 1 Armory, giving 400 and costing the lv 2 price and upgrade time of 15 mins.

Short answer: no. If you are just starting out, prepare to lose a lot and then quit, or spend tens of thousands of dollars and then quit when you get too frustrated to play.

One of the members of my faction has this issue as well. He is using a droid and both his supply depots are the same level, but spit out different amounts. He has had this issue for weeks now.
