Lol. Wow. There is but one faction that I am aware of that has maxed out bonuses. Legitimately anyway. And you need to be able to score 1 million wd points to join them. You'll only need to be able to raise your stats by about 1 million in the next week to do that.

I've come across plenty of factions with nearly everything maxed out. It is what it is.

Nearly is only about 50-100 billion away from maxed. For really well organized high donating factions, that is about 3 months away. And top 10....
