Weird building glitch

just built my nuclear power plant yesterday and it says it has 0 minutes to next cash load but no cash to give, eg i spam it and it gives me $0 instantly. HELP!!!!

cant screen shot, lock button is broken. ill just leave the game for 8 hours and see what happens
