Top ten modifier

I don't know if this has been brought up before,but can anyone please explain why it seems the modifier for the top ten prize appears to be good only for this war.

It's a 3% boost for all future wars.

Just an in-war modifier Jim. Future wars would yield an additional 3% influence increase to FwD
