Players unable to fight

As the title says, i remembered that if a player is unable to fight after losing a number of fights it takes like a time laps before that player is able to be hit again. But this morning when i woke up, i saw my news and notice that 15 minutes ago i was attacked by someone and lost 3.6m cash and 13 minutes ago i was attacked by someone and lost 3.6m cash. I notice that if i attacks a player and won 12 times, the players will become unable to fight. Then how does that explains in 2 minutes i could lose 24 times?

Earlier you could be attacked only for 12 times(same or different rivals total attacks) before being unable to fight. But now those 12 attacks are calculated individually. That means each rival can attack you 12 times.

I don't think that's right.
I'm still finding rivals that I can only attack say 6,7, 9 times or whatever.
Or I'll raid a building but can't attack.
So I think Berio has something here.
Any other top players have some insite?

There is some wackiness (go figure) with attacking and raiding. If you attack first you get your 12 hits and the you can still raid don't think I hit a limit yet. But if you raid first those hits are deducted from your 12 attacks.
