What percentage of value do you get back?
Is it based on chain cost, or original purchase price?

Its 50% of last upgrade's value. So if it's level one, it's half of purchase price. Has nothing to do with payout or cumulative investment.
I thought it was 50% of last upgrade.

I probably jumped the gun. I've never sold a building I've upgraded, so I have no personal dataset. I was basing my answer on remembered post reads from long ago.

I thought it was 50% of chain cost myself but I haven't sold a building in probably 8 months.

You get 50% of the current upgrade cost - any economy mods you have. For example, a level 9 Chinese Pagoda is about $900MM to upgrade with no economy mods. If You sell it you get $450MM.

Some dingbat a couple days ago posed this same question after he sold his NC hoping to pay for another Chinese pagoda upgrade. It's definitely 50% of last upgrade purchase.
