What level do you have to be for the hit list event to pop up?

I'm currently level 19 on CC, just wondering what level I need to be to be able to start the Hit List event.

I think someone said earlier that you needed to be level 40 have it...

If by chance it is same as MW then level 40 is when you can participate.
