The spelling is Colombia, not Columbia, when referring to the South American country.
If ever in doubt, think about how the word is being used. It will either refer to Christopher Columbus in which case you would use the 'U' , or else it will refer to the country. In which case you would use the 'O' . For example:
U:
the Columbian Exchange
Columbus, Ohio
O:
Attack on Colombia
