Paying double for health paks

I've noticed the known problem of buying a med pak and only getting three hits problem yet I'm having another issue with buying med paks. Every other med pak I buy I lose 20 gold bars. Out of every 10 med paks I buy I lose enough gold for 20 med paks.
Anybody else having this issue??

I miss calculated, it's not every other med pak this happens. It's every third med pak I lose 20 gold.

I got one better. Bought a vault of gold and didn't get the gold!

Maybe because Medpacks cost 25 gold?
