Pretty sure neither Dry Docks nor Advanced Airbase are available at level 14, so probably yes.

They used to be available to all levels. But that's been almost a year.

I think you currently need LV40 for Advanced Airbase and LV50 for DryDocks.

So I got my response from the helpless desk today saying my request has been resolved. Guess what? They did nothing. The guy is still active. Their support is like teats on a bull.

I have a guy below level 75 that has about 5 rail guns that shows up. And they are upgraded. We've been moving at about the same pace except his stats are higher. Best thing to do is screen shot everything and send a ticked. Nothing else we can do that I know of.

How do you know? If it's true, this would be highly unethical as they used these accounts to make us spend gold! As the other members of the faction had normal (weak) accounts, I doubt it was the case.
