I think it's your level that matters not their's....so if you are level 250, you can lose 600k every 2 hours. Except during the war, it's unlimited.

I have only been able to get 10 hits on a person before they are unable to be attacked again. I am level 178. I think I read somewhere that it takes two hours before they can be attacked again.

we've taken millions off of no bankers in wars. A painful process for sure at 30K a hit, but it adds some spice to the tedium of collecting IP.

It's 10 hits up to level 200, the +2 hits every 10 levels until L250

This is what I'm experiencing, For example, I have gotten 14 hits on L21x when I was <L210 or only 12 hits on L20x, now that I'm L211...I haven't kept a log of the data, but I'm pretty sure it's level of the person being attacked.
