I think that's only for people (or rather accounts) on which no gems have ever been purchased previously (hence the first time buyers tag).

Only the first battle event in each game has a 40% off sale. Every battle after that we get 20% off sales, BUT, they like to start them about 20 minutes after the battle begins.
