The in game timer does not say 11am PDT. The in game timer says 1d13h.

Knowing how pro Gree is with dates and schedules, chances are the in game timer was set on standard time. 11am standard time is the same as 12pm DST, so just wait and see.

Obviously not a huge deal but pretty annoying for those of us in GMT+5 thru GMT+12 time zones who plan to wake up in the middle of the night for the first battle.

It's gree. There is no reason to believe that either time has any relevance to when the event will actually start.

I'll still be getting up at 0430 in case they pulled off a miracle and learned how clocks and calenders work.

The times on both Android and iPhone are the same.
