What Level Does the Critical Intel Goal Chain Event Open

Good morning!

Anyone have any idea what level your profile has to be to get the event to open? I started a 2nd account that is only lvl 29 and the building is there to buy, but the goals didn't start. Not complaining, just curious.

U have to be at least level 40
