This is calculated on "potential", not what you actually collect; correct?

Correct. Thats why upgrading your supply depots inflates your IPH so hard.

Having small buildings that collect 3hr or less boost your IPH a lot, but the realistic daily profit from them usually isn't nearly the same. I for one never collected my supply depots 288 times a day. (1440/5=)

Yep, your IPH is if you collect every building as soon as it come due.

I like to max out my Munitions Stockpiles because once they are upgraded a good bit, you can just make sure and try to login to the app every day at approximately the same time and always get a solid few hundred thousand

Supply Depots are great if you actually have the app open for 15-20+ minutes at a time, like if you're a couple minutes away from enough energy to complete a mission, or a few minutes away from a building upgrade finishing, etc, but I mean they're pretty much worthless when you go to sleep at night

The real positive for upgrading the Supply Depots to level 10 is if you purchase in game cash with real cash. Supply Depots boost your IPH a lot, but not your realistic IPH. I think purchasing a vault of cash is something like 120 times your IPH, so they have more value if you do this. IF you do not purchase vaults of cash, then I personally think your time is better spent on upgrading 12, 18, 24, and 48 hour buildings. Of course this all depends on how active you play. If you log every 5 minutes and do not sleep then in the end everything can be useful.
