You can let your game explain it to you, but here's the low-down from what I can tell at first glance. It's quite simple:
There are now six tiers of armor rarity. The six tiers are constituted by the number and color of stars attributed to the armor.
One bronze star: Common
One silver star: Uncommon
One gold star: Rare
Two gold stars: Super Rare
Three gold stars: Ultra Rare
Four gold stars: Legendary
You can see these stars underneath the picture of the armor's helmet in your equip screen and the armor enchantment selection menu.
It appears that the tiers are exactly what they suggest: rarity, not power. My boss reward armors are Legendary while my Swamp Shaman Robes is simple Ultra Rare. From what I can gather:
Basic armors are Common.
Monos are Uncommon.
Lower-level 50 armors (ie. Living Flame, Hydra, Atlantean) are Rare.
Higher level 50 armors (usually from combining ie. Excorcist, Flowstone, Molten) are Super Rare
Regularly Attainable 70 armors (ie. Swamp Shaman, Rocfeather, Spectral Captain) are Ultra Rare
Not-regularly attainable 70 armors (any armor craftable from boss reward materials, also Kaleidoscope and presumably Dragon Tamer and Steam-Powered)
Please correct me if any of my quickly-gleaned info is incorrect. Also, we can start a list as to what armors are what rarity on the scale.
What do you think? Nothing we haven't really figured out. It implements itself within the new Dark Prince's Chance Chest, so I suppose have a solidified in-game rarity scale (rather than the previously vague one) helps with charging more money for "confirmed" rarer things.
