note how the level 35 has 180 stamina and 1860 energy.
I know the dry docks and other advanced buildings used to be purchased without level restriction, but the level 35 in the appstore modern war photo also has the space centre, which currently has a level 50 requirement, (but I dont know that there wasn't a time when there was no level restriction on it). Not to mention the other defence buildings that he has which can't be purchased at lvl 35.
