New bug in rival list system

I have been noticing more people at my level 180 who have casinos. But they are not available until level 185. So I checked their stats and in rival list it shows some people at 182 but their stats page showing 185 and above. I have seen 3 people so far with this.

Anybody else encountering these happenings?

Maybe buildings weren't always restricted to levels. I know this is true for MW.

Buildings have always been level restricted.

Or mafia restricted, but Casinos are a level restriction

Ever since this syndicate war started a couple days ago, I've been getting attacked by some with ridiculous stats and buildings. Pretty gnarly. Talkin bout all level 10 stuff. Not what's going on. Wasn't getting hit like this before.
