I believe I've seen 1hr 40 min for full recharge. Am I incorrect?

Doesn't really matter, as you rarely levelup with your entire team.
The syndicate war is a teamgame.
You should only go to battle when your entire team had a chance to recharge.

Level up gives you immediate recharge. do what you do in boss events, get close to level up, fight in battle, go offline and lvl up and come back in... not complicated.

no regen bonuses in CC i thought. so 25 min per 1/4 health, thus 1:40 full regen.

I agree that its team work but if you have already uses your max hits and you can level up , why not level up get 4 more hits and regen between fights like everyone else? If you dont seems like you would be wasting 4 good hits for your "team".

That was exactly My point. Who not level up when your health is zero and get 4 hits for free. Thx madmike
