A question about allies and units

So, every ally allows us to 'use' 4 more units (if we own them of course). My question is : are these units taken from each category (1 infantry, 1 ground, 1 air, 1 sea) or are they just the 4 next best ones in our stock, regardless of their category (for instance 4 cruisers)?

4 best units stats-wise, category doesn't matter.

For example, I have 700 sea scouts for my defensive core (3/17). Those 700 are all used because they have high stats. The fact that they're sea units doesn't matter.
