It has a date! Noon 2-22-13 to Noon 2-24-13. Top 50 syndicates with the most PvP attacks won. It isn't complicated.

Central time gets scratchers at 2am so from 2pm 2-22 to 2pm 2-24 I will be attacking All The Things!
