Issue with members joining a group within the forum

Recently my faction has decided to start a group through this forum to talk about things. I have been adding members. However there are 3 members that when I attempt to add them I get a message saying: "user can not join groups." Does anyone know how they can join a group? Is there something they must do or is it a time issue from when they registered on the forum? Any help is much appreciated.

Do you have to post your initial at the end of every post?

Yeah for the most part, I always do. It's kinda like signing your name on a letter but faster. I have been on this forum for about a year, all the other forums I frequent don't have signatures.
