Losing attack and defense points when adding bonuses in faction

Our leader is screenshotting his profile page before and after a faction bus is added. After any bonus is bought inf, grd, air, or sea,he has lost between 1 and 12 att or defense points. How is this a bonus?

I noticed a funny thing the other day. Our leader had just added a bonus and when I logged on I could not only see the new bonuses they recently added, my a/d had dropped by 2,000 pts. I logged out and back on and everything was once again normal.
