But was not able to trigger it yet.

Are we suppose to get Evil CEO for the next boss event?

They often push these out a day before they start, technical reasons according to CJ. Of course, this screws with the end time also, but hey, it's Gree...

Not a glitch. Previous two Boss Events showed too in the goal list before the event started, so just check the Globe Icon to see if it is in progress. :)

I just was agreeing with the OP that it may be a glitch the boss name is different that what has been advertised. Evil CEO vs. Oil Tycoon Riggs

To be fair, the Oil Tycoon Riggs could be the CEO of Riggs Corp. - the well known conglomerate that specialises in the manufacture and sale of Arctic Drilling Rigs. I hear they're doing quite well right now.

Yep. Hopefully they wont have an oil spill at Greenland. I just hope the triggers begin soon so we can get moving. Nothing like waiting.
