We had a huge issue with non-participants. I kicked well over 15 people for not doing anything at all during the war. We still easily made top 1000. We don't have a donation requirement, we just expect participation. Everyone donates, but we won't issue any requirements until we have flow issues. Haven't had yet, even with around 14 active people.
