Advanced airbase for people under level 40

How come people as low as level 32 can have an advanced airbase when it's only unlocked at level 40?

Is this a hack or did Gree change the requirement?

They probably got the game while it was in an older version. Back then I don't think you needed to be level 40 to buy it.

they changed the requirement way back. You're probably seeing a hard core camper or a dead account.

I am L38 on 1 account and it says unlock level 40

Long time camper. Long ago there waa no level requirement. I had mine long ago on a low level.

Their probably campers but and that their account is really old or inactive but there is the slight possibility of hackers.... I HATE hackers

Out of over 1000 reports of this since we made the change last Feb/March, over 600 of which I looked at personally, there has not been one case where the person didn't have the building before the change went through. These guys have just been around and at low level for a long time.

Why? I dont see any reason why they cant do that.
