Two command centers

So I was doing my daily raiding rounds and I found two different players that had two command centers one guys were both loaded so I took the cash well is this some kind of hack or did gree allow u to buy two at some point ??????

Very early on some people had 2 and kept them. old old old players have them. it is possible and rare.
